On the morning of July 13, 2026, the life of Johan Sebastian Duran Guerrero, a 25-year-old Colombian immigrant, was cut short in a fatal encounter with a U.S. Immigration and Customs Enforcement agent in Biddeford, Maine. Durán Guerrero, who had moved to the United States in 2023 and was working as a custodian and delivery driver, was a husband and a father to a three-year-old daughter. He was lawfully present in the country, holding a work permit and a Social Security number. That morning, as he left his residence to go to work, he was unaware that ICE agents were conducting surveillance on a nearby address for an individual with a final removal order. The agents initiated a traffic stop on Durán Guerrero's white Kia Rio at the intersection of Pool and Hill Streets, an action that would tragically end in his death.

The moments that followed are a subject of conflicting accounts. The Department of Homeland Security and ICE stated that an officer discharged his weapon because he was "fearing for public safety" as Duran Guerrero's vehicle attempted to flee. However, Durán Guerrero was not the target of the search warrant the agents were executing. His car was rammed by an ICE vehicle, and he was shot at five times, with a fatal shot striking him in the head. He was pronounced dead at the scene. The agent identified as the shooter is David Brouillette, an Army veteran. The incident immediately sparked local protests and calls from politicians for a reform of ICE tactics, especially since the officers involved were not wearing body cameras.

In the wake of the shooting, troubling details emerged about Brouillette's past, including a history of mental health issues and allegations of domestic violence and other violent behavior, according to his family members and court records. This has raised serious questions about the vetting and hiring processes at ICE. The investigation into Durán Guerrero's death is ongoing, with both the Maine Attorney General's office and the DHS Office of the Inspector General looking into the matter. As of early August 2026, no charges had been filed, and the family's attorney expressed frustration over the lack of communication from federal investigators. The case has drawn national attention, leading to a congressional hearing in Biddeford to examine ICE's use of force. The family of Johan Sebastián Durán Guerrero, along with the Biddeford community, continues to seek answers and justice, grappling with the loss of a young life under circumstances that remain heavily disputed and under investigation.
