In the quiet residential neighborhood of Victorville, California, the afternoon of March 29, 2026, was shattered by the sound of gunfire. When deputies from the San Bernardino County Sheriff's Department arrived at the 13000 block of Starshine Drive, they found a young man, Elias Victor Marcell Brooks, age 22, suffering from multiple gunshot wounds.
