In the early morning darkness of Friday, November 28, 2025, a violent disturbance shattered the quiet of a residential neighborhood in Woodburn, Oregon. At approximately 4:00 a.m., officers from the Woodburn Police Department were dispatched to the vicinity of Country Lane and Pana Street after receiving reports of shots fired. When law enforcement and emergency personnel arrived at the scene, they discovered a 22-year-old male, identified as Luis Paniagua Fernandez, who had sustained gunshot
wounds. Despite the efforts of first responders, the Woodburn resident had already succumbed to his injuries and was pronounced dead at the location.
Detectives launched an immediate homicide investigation which quickly led them to a residence on the 900 block of North First Street within the city. On Monday, December 1, authorities apprehended two suspects believed to be connected to the fatal shooting. The operation resulted in the detention of a 17-year-old boy and 39-year-old Olga Bautista Lopez. Due to his age, the identity of the teenage suspect was withheld, but he was transported to the Marion County Juvenile Detention Center facing serious allegations, including second-degree murder, unlawful use of a weapon, and unlawful possession of a firearm.
Olga Bautista Lopez was taken into custody and booked into the Marion County Jail on a charge of hindering prosecution. While the specific events leading up to the gunfire have not been publicly detailed, the Woodburn Police Department has continued its inquiry under case number 25-15739. Investigators have requested that any members of the community who may possess further information regarding the death of Mr. Paniagua Fernandez contact the department to assist with the ongoing proceedings.
