John Nicacio, 24, a Hispanic/Latino man from Oakland, was driving through East Oakland on the afternoon of December 30, 2016, when gunfire tore into his car on the 7700 block of Garfield Avenue. Shot multiple times around 4:19 p.m., he succumbed to his wounds as officers and investigators converged on the quiet residential stretch, where the evening light had already begun to fade and neighbors stood behind tape, trying to make sense of the sudden violence.
