On April 7, 2009, Thomas Cousey, a 26-year-old Oakland resident, was fatally shot in a high-crime area of East Oakland. The incident occurred near the intersection of Hillmont Drive and Sunkist Avenue, where Oakland Police Officer Hector Chavez responded to a report of a shooting at approximately 1:30 a.m. Upon arrival, Chavez found emergency personnel at the scene, along with a maroon Nissan Maxima blocking traffic.
Cousey was found alongside the vehicle with multiple gunshot wounds, and despite the efforts of emergency responders, he was pronounced dead at the scene.
The area where Cousey was killed was known for frequent shootings and other criminal activities, which added complications to the investigation. Witnesses, though present, were generally uncooperative, a situation common in neighborhoods where distrust of law enforcement prevails. Officers noted that this environment made it difficult to gather reliable evidence or statements. Cousey’s murder became one of 104 homicides reported in Oakland that year, highlighting the city's struggle with persistent violent crime and the challenges faced by law enforcement in resolving such incidents.
The investigation involved the use of the ShotSpotter acoustic sensor system, which indicated that two gunshots had been fired just moments before police arrived. However, despite technological tools and efforts to follow up on leads, no suspects were apprehended, and the case remained unsolved. Oakland’s homicide clearance rate during this period was significantly lower than the statewide average, further reflecting the difficulty in solving violent crimes in the city. Authorities have continued to appeal for any information that might lead to an arrest in Cousey's case, hoping to eventually bring justice to his family.
