On April 7, 2009, Thomas Cousey, a 26-year-old Oakland resident, was fatally shot in a high-crime area of East Oakland. The incident occurred near the intersection of Hillmont Drive and Sunkist Avenue, where Oakland Police Officer Hector Chavez responded to a report of a shooting at approximately 1:30 a.m. Upon arrival, Chavez found emergency personnel at the scene, along with a maroon Nissan Maxima blocking traffic.
