Police arrested Marqwan Foster that day and charged him with involuntary manslaughter in connection with White-Foster’s death; he was slated for an initial court appearance the following Monday as the homicide investigation continued. At the scene, reporters noted multiple evidence markers in the street outside the multi-family home as families gathered children from the area, underscoring the shock to the surrounding block.
