Kevin Franchow, a 38-year-old man, was tragically shot and killed on July 26, 2009, at Ansan Sister City Park in Las Vegas, Nevada. Franchow, who had the intellectual capacity of a 10-year-old, regularly walked in the park as part of his routine to manage his diabetes.
