In the winter of 1981, a night out for a young Caucasian woman in Salem, Oregon, ended in a tragedy that would remain a haunting mystery for decades. Terry Cox Monroe, a 21-year-old female, was with friends at the Oregon Museum Tavern on February 12th. At some point in the evening, she told her companions she was stepping outside for some fresh air but never returned.
Her sudden disappearance sparked immediate concern among her friends and family when she failed to show up for her job as a clerk at a Payless drug store.
The day after she was last seen, the initial search for Terry yielded a grim discovery. Her clothing and personal identification were found on the banks of the Willamette River, not far from the tavern. This finding intensified the search efforts by police and sheriff's deputies, who combed the river for several days, fearing the worst. The agonizing wait for answers came to an end on March 15, 1981, when a boater discovered her body lodged in debris in the river, about three miles from where she had vanished. An autopsy later confirmed the devastating truth: Terry Monroe's death was a homicide, caused by asphyxiation. For years, her case remained cold, leaving her loved ones with unanswered questions and a community unsettled by the violent end to a young life.

However, a breakthrough finally came, leading investigators to a man already incarcerated for other horrific crimes. William Scott Smith, a serial killer responsible for the deaths of at least three other women in Oregon between 1981 and 1984, became the prime suspect in Terry's murder. In 2012, more than 31 years after her death, William Scott Smith pleaded guilty to the murder of Terry Cox Monroe. He was subsequently sentenced to life in prison, finally bringing a long-awaited, albeit somber, resolution to the case and officially holding someone accountable for the senseless act of violence that took a young woman's life.
