Regetter Martin, a 29-year-old Black woman from New Orleans, Louisiana, was found dead near an interstate in Botte, LA, on September 22, 1992. She was a mother of three and had prior arrests related to prostitution. Her death occurred during a chilling period in New Orleans history when a serial killer, later dubbed the "Storyville Slayer," was believed to be targeting vulnerable individuals—primarily Black women and members of the LGBTQ+ community—between 1991 and 1995.
