Felicia Stephens, a 20-year-old African American woman from Rochester, New York, was one of the victims of Arthur Shawcross, a convicted serial killer known as the "Genesee River Killer." Her body was discovered on January 4, 1990, in Brockport, New York. Authorities believe she was killed on either December 27 or 28, 1989.
