In the early hours of April 15, 2025, a dispute in a downtown Salt Lake City hotel room escalated into a violent confrontation that claimed the life of 40-year-old Phillip Kioa, a Black / African American man. The incident, which also resulted in the death of 36-year-old Sofeni Heimuli, unfolded at the Comfort Inn Downtown on West 500 South.
The tragic events began with a disagreement over payment between a man renting a room at the hotel and a woman he had contacted for escort services.
When the man, who claimed he "didn't like her," asked her to leave and offered to pay for her Uber, she demanded $100. The woman, identified as Kendra Mitchell, then made a phone call to Tiffani Papach, who allegedly orchestrated a plan to collect the money Mitchell believed she was owed. Papach then arranged for Kioa and Heimuli to go to the hotel as "security" or "protection".
Kioa and Heimuli, wearing ski masks, forced their way into the man's hotel room and assaulted him, demanding he "make it right". They took the man's wallet and car keys. At some point during the altercation, the man in the hotel room, who told police he feared for his life, retrieved a gun and opened fire. Both Kioa and Heimuli were fatally shot. The Salt Lake County District Attorney's Office is investigating whether the shooter's actions were justified as self-defense, and as of late April 2025, no charges had been filed against him.
In the aftermath of the shooting, police arrested four individuals in connection with the incident. Tiffani Marie Papach, 40, and Kendra Diane Mitchell, 38, were charged with aggravated burglary, aggravated robbery, and obstruction of justice. Two men, 57-year-old Kevin Leroy Thrower and 44-year-old Christopher Michael Herschberg, were charged with obstruction of justice for allegedly lying to investigators.
Kioa, known to friends and family as "Lipe," was remembered as a vibrant and artistic individual who was passionate about music, drawing, and breakdancing. An obituary described him as a caring and protective person who loved to make people laugh. He was a father of four children. Sadly, his life was cut short in a sequence of events that began with a dispute over a small sum of money.
