In the early hours of a Tuesday in Washington, D.C., the life of 19-year-old Khamani Hicks of Rockville, Maryland, was tragically cut short. On February 4, 2025, police responded to a call about an unconscious person in the 1300 block of Congress Street, Southeast, at approximately 8:33 a.m. Upon their arrival, they discovered the grim scene of a young man suffering from multiple gunshot wounds.
