A 32-year-old Black man named Rihem Frisby of Seaford, Delaware, was shot and killed on the evening of April 8, 2025. At about 5:50 p.m., officers from the Seaford Police Department along with Delaware State Police responded to a report of a shooting on Clarence Street, between Thomas Street and Chandler Street in Seaford. When they arrived, Rihem Frisby was found with apparent gunshot wounds.
Emergency Medical Services transported him to a local hospital, where he was pronounced dead.
The victim was identified a few days later as Rihem Frisby. Preliminary investigation indicated that the shooting involved an unknown number of suspects. The scene was treated as a homicide, and the Delaware State Police Homicide Unit took over the case. Investigators encouraged witnesses or anyone with information to contact Detective M. Csapo or reach out through Delaware Crime Stoppers.
On April 16, 2025, investigators arrested a suspect: 22-year-old Andy Dorgilus of Indianapolis, Indiana. He was taken into custody without incident. He was charged with First Degree Murder, First Degree Reckless Endangering, two counts of Possession of a Firearm During the Commission of a Felony, and First Degree Conspiracy. After arraignment by Justice of the Peace Court 2, he was committed to Sussex Correctional Institution on a cash bond of $1,132,000.
The investigation remains active, with authorities continuing to solicit information from the public.
