A 32-year-old Black man named Rihem Frisby of Seaford, Delaware, was shot and killed on the evening of April 8, 2025. At about 5:50 p.m., officers from the Seaford Police Department along with Delaware State Police responded to a report of a shooting on Clarence Street, between Thomas Street and Chandler Street in Seaford. When they arrived, Rihem Frisby was found with apparent gunshot wounds. Emergency Medical Services transported him to a local hospital, where he was pronounced dead.
