Regenia DeAnn Moore, a 21-year-old woman, was abducted and murdered on the evening of October 15, 1991. She was last seen in the pickup truck of Kenneth Allen McDuff, a notorious serial killer, in an area of Waco, Texas, known as "The Cut". Her body was not discovered until nearly seven years later, on September 30, 1998, near a creek north and east of Waco.
McDuff, often referred to as "The Broomstick Killer," had a long history of violent crimes, including multiple murders.
He was initially sentenced to death for the 1966 killings of three teenagers but was later paroled in 1989 due to changes in sentencing laws. Following his release, he resumed his killing spree, targeting multiple victims, including Moore. Reports indicate that Moore was tied up with stockings, raped, and murdered.
McDuff was arrested on May 4, 1992, and was later convicted for several murders, including that of Melissa Northrup. Throughout his trial, he was described as disruptive and unremorseful. He was ultimately sentenced to death and executed by lethal injection on November 17, 1998. His crimes led to significant changes in Texas law, including stricter parole policies to prevent similar cases from occurring in the future.
