On September 16, 1986, Jesse Clarence Dunlap, a 38-year-old man, was fatally shot in Oakland, California, during a drug-related dispute. The assailant, Mervin Ray Hughes, who was 17 years old at the time, was quickly arrested following the incident. Dunlap was rushed to Highland Hospital, but he succumbed to his injuries. Hughes was subsequently convicted of involuntary manslaughter and sentenced to eight years in prison.
Hughes was released sometime before 1992 but was later arrested for another murder in a different city. However, that case was ultimately dropped due to alleged witnesses refusing to testify. Despite his prior conviction, Hughes continued his violent activities, culminating in a series of drive-by shootings in Oakland between January 15 and January 29, 1999. During this spree, he shot eleven victims, killing two. His method involved driving around various neighborhoods and opening fire on unsuspecting individuals.
Authorities eventually linked Hughes to the shootings after identifying one of the vehicles he used during the attacks. He was arrested on January 30, 1999, and later convicted of multiple charges, including first-degree murder with special circumstances. In 2005, he was sentenced to death and is currently imprisoned at San Quentin State Prison.
