James Churchill, 28, a white male, vanished in the Quad Cities in the summer of 1981; he was from Lewiston, Illinois, and would later be confirmed dead with his remains buried on the grounds of the U.S. Rock Island Arsenal near Davenport, Iowa. The date of death is recorded as June 20, 1981, and for more than a year the case lingered without answers, the burial site offering few immediate clues about what had happened to him or why he ended up on the federally controlled island in the
Mississippi.
The breakthrough arrived only after the arrest of drifter and serial offender Charles Ray Hatcher in 1982. While jailed, Hatcher began confessing to a string of killings dating back to 1969 and, crucially, led investigators to Churchill by providing a hand-drawn map that pointed to the grave on Arsenal Island. Hatcher’s confessions placed him as the killer of Churchill, aligning with the recovery of Churchill’s remains at the military installation adjacent to Davenport.
As the confessions mounted, authorities focused on Hatcher as the suspect in Churchill’s homicide. He had been taken into custody on July 30, 1982, in Missouri, and during the period that followed, he admitted to multiple murders—including Churchill’s—while authorities pieced together his movements through the Midwest. No public record indicates other suspects or arrests tied to Churchill’s death beyond Hatcher’s self-implication, and Hatcher himself would later die by suicide in prison in December 1984, closing the door on the possibility of a courtroom account of the Churchill killing.
