Carmeline Renee Hibbs, a 30-year-old woman, was tragically murdered on December 19, 1987, in Kansas City, Missouri. Her death was part of a series of killings attributed to a serial killer known as the 'Kansas City Strangler.' Hibbs was found strangled in a parking lot on Broadway, approximately 16 blocks from another victim's crime scene. Notably, she was shoeless on that cold December night, a detail that was also observed in another victim of the same killer.
