Regina Foshee, a 19-year-old African American woman, was found dead on April 24, 1975. Her body was discovered in a vacant house located at 4736 Lincoln, Detroit. The cause of death was determined to be strangulation. The house where her body was found was part of an urban renewal program owned by the City of Detroit. It was known that wrongdoers frequently entered the house to perform unlawful acts, and the entrances to the house were not locked, nor were the windows boarded up. This negligence ...Read More
