Deputy Sheriff Frank D. Howell, aged 38, was shot and killed on November 3, 1986, while investigating a suspicious vehicle parked at 400 W. Felix Street in Fort Worth, Texas. Howell, a 15-year veteran of the Tarrant County Sheriff's Office, encountered a fatal confrontation when the suspect resisted arrest and managed to gain control of Howell's service weapon. As Howell attempted to call for backup, he was shot.
The suspect fled across the border to Mexico, prompting one of the largest manhunts in Tarrant County's history. After a decade-long pursuit, Mexican federal law enforcement officers arrested the suspect in 1996. The suspect was tried and convicted of the murder in a Mexican court and sentenced to 30 years in prison.
