Patrolman Richard Scott Rogiers, a 29-year-old male, was tragically killed on March 11, 1989, in Balcones Heights, Texas. Rogiers, who served with the Balcones Heights Police Department, was conducting a routine traffic stop near Loop 410 and Fredricksburg Road in San Antonio when the incident occurred.
