On June 20, 1992, 32-year-old Jose Tovar, a Hispanic male from Houston, TX, was tragically killed during a drug-related robbery. The incident took place in a Houston home, where Jose Tovar and his wife, Rachel Tovar, were targeted by a group involved in drug trafficking. The group, led by Arthur Brown Jr., had bought drugs from Jose and his wife. During the robbery, Jose Tovar, his wife's 17-year-old son Frank Farias, 19-year-old Jessica Quiñones , and 21-year-old neighbor Audrey Brown were
all shot in the head after being tied up. Rachel Tovar and another person were also shot but survived the attack.
Arthur Brown Jr., along with his accomplices, Marion Dudley and a third partner, were arrested and charged with the murders. Marion Dudley was executed in 2006, while Arthur Brown Jr. was sentenced to death and executed on March 9, 2023. The third accomplice received a life sentence. Throughout the legal proceedings, Brown maintained his innocence and claimed that another person was responsible for the killings. His attorneys also argued that Brown was intellectually disabled and that racial bias tainted his conviction. However, these claims were rejected by the courts, and Brown's execution proceeded as scheduled.
