On June 20, 1992, 32-year-old Jose Tovar, a Hispanic male from Houston, TX, was tragically killed during a drug-related robbery. The incident took place in a Houston home, where Jose Tovar and his wife, Rachel Tovar, were targeted by a group involved in drug trafficking. The group, led by Arthur Brown Jr., had bought drugs from Jose and his wife.
