James Morrison "Jim" McVey, a 39-year-old male of unspecified ethnicity, was found shot to death on February 25, 1994, in Fort Worth, Texas. His body was discovered in a high-risk section of the city, and it was evident that he was a low-risk individual who did not belong in that area. The circumstances of his death were particularly brutal; his face was spray-painted blue while he was still alive, as indicated by tears in the paint discovered during the autopsy.
