Joseph Franklin "Frank" Meziere, a 23-year-old male of Caucasian ethnicity from Plano, Texas, tragically lost his life on March 26, 1998. Frank was born on July 31, 1974, to Steve and Jacquelyn Meziere. He graduated from Plano East High School in 1992 and later attended A&M University, where he graduated with a degree.
