Peggy Lynn Howard, a 25-year-old woman, was tragically murdered on October 26, 1998, in Houston, Texas. She was walking her 6-year-old daughter, Allyssa Wild, to school when a young Hispanic man approached them in the parking lot of their condominium complex on Tanglewilde Street. The shooter, believed to be between 12 and 15 years old, pulled out a gun and shot Howard twice. The suspect then fled the scene in a black Chevrolet Cavalier driven by an accomplice.
