Peggy Lynn Howard, a 25-year-old woman, was tragically murdered on October 26, 1998, in Houston, Texas. She was walking her 6-year-old daughter, Allyssa Wild, to school when a young Hispanic man approached them in the parking lot of their condominium complex on Tanglewilde Street. The shooter, believed to be between 12 and 15 years old, pulled out a gun and shot Howard twice.
The suspect then fled the scene in a black Chevrolet Cavalier driven by an accomplice.
Howard's daughter witnessed the entire incident and hid under her mother's car while screaming for help. Despite the efforts of the police and the community, the case went cold. Investigators learned that Howard's husband, Brian Howard, had previously been charged with attempting to kill her in Florida, but he was in prison at the time of her death.
