John Anthony "Rocky" Riojas, a 37-year-old male of Hispanic ethnicity, was a dedicated officer with the San Antonio Police Department. On the night of February 2, 2001, Officer Riojas responded to a disturbance call at an apartment complex on the Northwest Side of San Antonio. During the response, he encountered a suspect, Manuel Garza Jr., who attempted to flee. A struggle ensued, and Garza managed to gain control of Officer Riojas' handgun. In the ensuing struggle, Garza shot Officer Riojas once in the head. Despite immediate medical attention, Officer Riojas succumbed to his injuries approximately two hours later.
Officer Riojas' death led to a swift investigation, and Manuel Garza Jr. was arrested a few days later. Garza faced multiple charges, including capital murder. During his trial in 2002, Garza was convicted and subsequently sentenced to death. Over the years, Garza's case went through several appeals, but the U.S. Supreme Court ultimately upheld his conviction and death sentence. Garza was executed by lethal injection on April 15, 2015.
Officer Riojas, who had served with the San Antonio Police Department for 11 years, was remembered fondly by his colleagues and the community. He left behind a wife and two young children. His dedication and sacrifice were honored by many, and his legacy continues to be remembered by those who knew him.
