Cesar Javier Sarmiento, a 44-year-old man from Laredo, Texas, was tragically shot and killed on July 26, 2016. The incident occurred in the 3300 block of Guerrero Street, outside a mobile home equipped with a surveillance system. Sarmiento's death was part of a larger pattern of violence in the area, with multiple homicide cases pending in Laredo at the time.
