Billy Carter, a 51-year-old male from Lufkin, Texas, tragically died on September 4, 2016. He was found wounded in the parking lot of the Lotus Lane Apartments and later succumbed to his injuries at CHI St. Luke's Health Memorial Lufkin. The incident occurred following a shooting at the apartment complex.
