NeQuacia Jacobs, an 18-year-old African American woman, tragically lost her life on February 24, 2018, in Dallas, Texas. On that fateful day, NeQuacia and her 16-year-old sister were inside their second-floor apartment at the Highland Hills Apartments in southeast Oak Cliff.
