Melissa Ramirez, a 29-year-old woman from Laredo, Texas, tragically lost her life on September 3, 2018. Ortiz confessed to the murders during his interrogation, stating that he had a "dislike" of the sex trade and wanted to "eradicate all the prostitutes". He was convicted of the murders and sentenced to life in prison without the possibility of parole.

The investigation revealed that Ortiz had stockpiled weapons and sought "suicide by cop" before his capture.
