Phelix Kelly, a 37-year-old black man, was found dead on May 25, 2019, in Houston, Texas. His body was discovered by a motorist in the roadway at 3600 block of the city. The cause of death was determined to be a gunshot wound. The circumstances surrounding his death were immediately treated as suspicious, and an investigation was launched to determine the events leading up to the fatal shooting.
