Terrance Carter, a 28-year-old male from Waco, Texas, was tragically found dead on July 20, 2019, in his apartment at 1702 Dallas Circle, Apartment A. He had suffered a gunshot wound to the head, and Justice of the Peace James Lee pronounced him dead at the scene.
