James Ellis, a Caucasian male, was a policeman with the Elk Park Police Department in North Carolina. On June 12, 1902, he was shot and killed by a man he had previously arrested for disorderly conduct. The incident occurred at a cafe on Roan Mountain in Carter County, Tennessee, just over the state line near Elk Park.
