In the bright afternoon of May 30, 2013, DeAngelo Watkins, a 28-year-old African American man, was at a car wash in the 3600 block of Millbranch in the Whitehaven area of Memphis, Tennessee. It was a routine task on a Thursday, under the full light of day, when his life was abruptly cut short. While washing his black SUV, Watkins was shot three times.
