In the summer of 2014, the community of Cleveland, Tennessee, was shaken by the unexpected death of a long-serving public figure. On the morning of July 14, 76-year-old Billy Buel 'Bill' Moss, a Caucasian male who had presided as the Cleveland City Judge for 38 years, was found deceased in a downtown parking lot near his truck.
