On December 5, 2016, twenty-eight-year-old Jarrell Foster was driving his black pickup truck along the southbound lanes of Interstate 55 in St. Louis, Missouri, when he became the target of a violent shooting. The incident occurred during the middle of the day near the Arsenal Street exit, a heavily trafficked area situated between the Anheuser-Busch brewery and a public park where children were playing.
