Percy Allen IV, a 20-year-old African American man from Chattanooga, TN, tragically died on October 20, 2015. Percy was at his residence in the East Lake Courts when he was shot and killed by 24-year-old Emmett Gienapp Christopher Lowe. Percy was tending to his two-year-old daughter at the time of the incident.
