In the winter of 2021, a senseless act of violence tragically cut short the life of Tamaralynn Ann Russell, a 38-year-old woman, in Knoxville, Tennessee. On the afternoon of February 17th, what began as a seemingly ordinary day ended in a devastating loss for her family and friends. While driving her van on Central Street near Atlantic Avenue, a confrontation with another vehicle escalated into a fatal encounter.
The incident unfolded when Paul Foutner, a passenger in a Jeep traveling
behind Russell's van, became enraged. In a fit of anger, he opened fire, striking Russell in the head. The gunshots not only hit her vehicle but also a nearby school bus carrying special needs students, though thankfully none of the children were physically harmed. After being shot, Russell's van crashed, and she was rushed to a local hospital where she succumbed to her injuries hours later.
An eyewitness to the tragic event recounted seeing a Black male exit the passenger side of a Jeep with a gun before hearing the shots. This description aided law enforcement in their investigation, which quickly led them to identify Paul Foutner as the primary suspect. Foutner was subsequently arrested and faced a series of serious charges for his actions that day.
In February 2023, Paul Foutner was brought to trial for the death of Tamaralynn Ann Russell. After hearing the evidence and testimony, a Knox County jury convicted him of second-degree murder. In addition to the murder conviction, Foutner was also found guilty of the attempted second-degree murder of a passenger who was in the van with Russell, as well as reckless endangerment for firing his weapon in the vicinity of the school bus.
