On September 13, 2021, in Del Rio, Tennessee, 35-year-old Joseph Maxwell Carter, a white male, was fatally shot while sitting in his van near his home on Crane Way. At approximately 5:30 p.m., Carter's wife, Mary Carter, called 911, reporting that two of their daughters had fled the van after the shooting, while their 10-month-old daughter remained strapped in her car seat, crying.
