On a spring evening in Minneapolis, on May 04, 2010, the life of 18-year-old African-American male Decari Antonio Starr was tragically cut short. In front of a house on Newton Avenue North, Starr was struck by a bullet to the chest. The circumstances immediately following the shooting are shrouded in some mystery, as by the time police arrived at the scene of the reported gunfire, there was no victim to be found.
