Patrol Officer Frank C. Skidmore, aged 32, was shot and killed on August 17, 1904, in New Castle, Pennsylvania. Officer Skidmore, who had been with the New Castle Police Department for only six weeks, was attempting to arrest a suspect for the theft of some chickens. As he and another officer arrived at the suspect's house and informed him of the arrest, the suspect opened fire, killing Officer Skidmore and seriously wounding his partner.
