Edward W. Fenner, aged 49, was the Chief of Police for the Troy Borough Police Department in Pennsylvania. On June 17, 1905, while on patrol, he noticed that the door to the local blacksmith shop was ajar. Concerned, he entered the shop and encountered a burglar in the act. The burglar opened fire, striking Chief Fenner in the leg and chest. Despite his injuries, Chief Fenner attempted to apprehend the suspect but succumbed to his wounds on the scene.
