Edward W. Fenner, aged 49, was the Chief of Police for the Troy Borough Police Department in Pennsylvania. On June 17, 1905, while on patrol, he noticed that the door to the local blacksmith shop was ajar. Concerned, he entered the shop and encountered a burglar in the act.
