On December 22, 1990, 34-year-old Thomas Winn, a male of African American ethnicity, was shot to death in Philadelphia, PA. The incident occurred during a drug deal in an alley near Winn's home. Witnesses described the gunman as a thin, light-skinned black man about six feet tall, known in the neighborhood as Don Ray.
