Russell Jacob Rice Sr., a 33-year-old male of unspecified ethnicity, was tragically murdered on November 22, 1993, in Oil City, Pennsylvania. He was known to be a devoted family man and a big NASCAR fan. His untimely death left behind a 2-year-old son.
