Eric Devon Poppy Payne, a 31-year-old male of African American ethnicity from Chester, PA, tragically lost his life on April 15, 2000. Payne was found unresponsive in his car with multiple gunshot wounds to his head and body. The incident occurred near the corner of Third and Kerlin streets in Chester. An 18-year-old woman who had been with Payne at the time found him and called 911.
