Trooper Joseph James Sepp Jr., aged 34, was a dedicated officer with the Pennsylvania State Police. On November 9, 2002, he was fatally shot during a vehicle pursuit in Summerhill, Pennsylvania. The incident began when local officers pulled over Mark R. Leach, 45, of Summerhill, on suspicion of drunk driving.
