Frank Leonard Penny, a 39-year-old resident of Brooklyn Center, Minnesota, was found dead in a parked car in Minneapolis on November 16, 2015. Penny, along with a woman named Erin Marie Miller, was shot in what appeared to be a targeted attack. Both victims were discovered after police officers heard gunfire while on routine patrol in South Minneapolis.
