In the early morning hours of a chilly Monday in Minneapolis, tragedy struck, leaving two families heartbroken and a community searching for answers. On November 16, 2015, Frank Leonard Penny, a 39-year-old African-American man, was discovered fatally shot inside a vehicle in the southern part of the city.
