In the early morning hours of a chilly Monday in Minneapolis, tragedy struck, leaving two families heartbroken and a community searching for answers. On November 16, 2015, Frank Leonard Penny, a 39-year-old African-American man, was discovered fatally shot inside a vehicle in the southern part of the city. The grim discovery was made by police officers on routine patrol who were drawn to the 2800 block of South 15th Avenue by the sound of gunfire just before 2 a.m.
