On the morning of July 6, 2018, Jeremanuel Negron-Quiles, a 22-year-old male of Hispanic ethnicity, was found dead from gunshot wounds in the 200 block of South 14th Street in Harrisburg, PA. Harrisburg Police Officers responded to the scene around 6 a.m. after receiving reports of gunshots. The investigation initially revealed little information about the circumstances surrounding his death.
After a year-long investigation, Harrisburg Police arrested Luis Serrano-Delgado, a 19-year-old
male, on October 29, 2019. Serrano-Delgado was charged with second-degree murder, robbery, threat to immediate serious injury, inflict/threatening serious bodily injury, and hindering apprehension. The arrest followed extensive efforts by law enforcement, including collaboration with the U.S. Marshals Service to locate and apprehend Serrano-Delgado.
The case highlighted the challenges faced by the Harrisburg Police Department in solving violent crimes and bringing perpetrators to justice. The arrest and charges brought against Serrano-Delgado provided some measure of closure for Negron-Quiles' family and the community, who had been seeking answers and justice for over a year.
