In the quiet of a Philadelphia evening on January 16, 2022, the life of 66-year-old James Bowen was tragically cut short. A Black male, Mr. Bowen was discovered by medical personnel on the 3700 block of North Bouvier Street, unresponsive and suffering from a gunshot wound. Despite the immediate response and efforts to save him, he was pronounced deceased at 7:22 p.m.
