In the early morning hours of Saturday, September 24, 2022, a distressing discovery was made in a Philadelphia neighborhood. At approximately 2:30 a.m., personnel from the Philadelphia Fire Rescue responded to a call on the 6300 block of Buist Avenue. There, they found Cecil Whaley, a 59-year-old Black male who resided on South Felton Street in Philadelphia.
