Randal Kent Richter, a 23-year-old male of Caucasian ethnicity, was a Deputy Sheriff with the Montgomery County Sheriff's Office in Ohio. On the night of May 22, 1975, he responded to a call about a suspicious vehicle parked in a residential neighborhood on Grant Avenue near Salem Avenue in Harrison Township. As he approached the vehicle, the occupant shot him in the head with a handgun and fled the scene. Deputy Richter was found on the ground, his gun still in its holster. He was rushed to the ...
