Randal Kent Richter, a 23-year-old male of Caucasian ethnicity, was a Deputy Sheriff with the Montgomery County Sheriff's Office in Ohio. On the night of May 22, 1975, he responded to a call about a suspicious vehicle parked in a residential neighborhood on Grant Avenue near Salem Avenue in Harrison Township. As he approached the vehicle, the occupant shot him in the head with a handgun and fled the scene. Deputy Richter was found on the ground, his gun still in its holster. He was rushed to the hospital but was pronounced dead on arrival.
The suspect, identified as Donald Green, was on parole for a robbery conviction at the time of the shooting. After a statewide manhunt, Green was arrested and charged with the murder of Deputy Richter. He admitted to shooting Richter but claimed the gun went off accidentally when he tried to throw it out the window. Green decided to plead guilty to aggravated murder to avoid the death penalty and received a mandatory life sentence. He died while serving his sentence in prison in 2017.
Deputy Richter had served with the Montgomery County Sheriff's Office for 18 months and is remembered for his dedication and sacrifice. He is survived by his two sisters, a nephew, and a niece. His death is honored by various law enforcement agencies and remembered by those who knew him.
