Randal Kent Richter, a 23-year-old male of Caucasian ethnicity, was a Deputy Sheriff with the Montgomery County Sheriff's Office in Ohio. On the night of May 22, 1975, he responded to a call about a suspicious vehicle parked in a residential neighborhood on Grant Avenue near Salem Avenue in Harrison Township.
